When replacing an old, inefficient heating system with a modern heat pump, you can take advantage of state support. This is a real opportunity to reduce investment and transition more quickly to a more efficient and sustainable heating solution.
The measure for replacing inefficient and polluting boilers is administered by the Lithuanian Energy Agency (LEA), operating under the Ministry of Energy of the Republic of Lithuania.
Until 2023, this program was administered by the Environmental Project Management Agency (APVA).
State support can be applied to:
• for “air-to-water” heat pumps;
• for “air-to-air” heat pumps when replacing solid fuel devices without a water heating system;
• for “ground-to-water” (geothermal) heat pumps.
Key criteria:
• the equipment must be new;
• COP must be no less than 3.0 (at +7 °C).
Specific requirements are always detailed in the respective call conditions.
Support can be received by homeowners or their legal managers who are replacing an old, polluting heating device with a more efficient solution.
Important to know: support is not granted for new construction homes or tenants who do not have the right to make heating system changes.
The scope of support usually includes:
• the purchase price of the heat pump;
• installation work;
• materials related to installation;
• necessary technical documentation.
Exact funding amounts and limits are determined in the description of each call.
State support is partial – a portion of eligible project expenses is reimbursed. Typically, about 30–60% of eligible expenses are reimbursed, depending on the type of heat pump chosen. Generally, the highest compensation is granted for installing geothermal heating.
Important to know:
• The final amount depends on the specific call conditions, the call budget, and the measure description.
• The maximum support amount is usually determined by a specific call (e.g., “up to X EUR per project”).
• If the number of applications exceeds the allocated funds, an application queue principle may be applied or the call may be closed once funds are exhausted.
Eligible expenses are generally considered to be:
• the purchase price of the heat pump;
• installation and setup work;
• materials and equipment related to the system (e.g., circuits, collectors);
• warranty and compliance documents.
Non-reimbursable expenses: disposal of old equipment, additional renovation or other works not directly related to the system.
The process of obtaining support generally includes the following stages:
1. Compliance assessment: evaluating whether the planned equipment and applicant meet the established requirements.
2. Application submission: the application is submitted through the LEA information system during the announced call.
3. Decision making: LEA evaluates the application and makes a decision regarding the allocation of funding.
4. Equipment installation: upon approval, the heat pump is installed according to the specified conditions.
5. Compensation payment: after submitting the required documents and their approval, the compensation is paid.
When submitting an application:
• personal identity data (via the LEA system);
• ownership-confirming information about real estate;
• information about the heating device being replaced;
• technical specifications of the planned equipment.
After installation, to receive compensation:
• invoice for equipment purchase;
• document confirming payment;
• installation documents.
• technical documentation
• if applicable – information about the dismantling of old equipment
Applications are submitted through the LEA information system during the announced call:

Calls are announced periodically, so it is recommended to monitor official information and plan equipment replacement in advance.
