Under the measure for replacing inefficient and polluting boilers, state support can be applied to the following IGLU heat pumps:
• Air-to-water heat pumps;
• Air-to-air heat pumps (when replacing solid fuel devices without a water heating system);
• Ground-to-water heat pumps (geothermal).
These devices meet the main support criteria:
• The equipment must be new;
• COP ≥ 3.0 (at +7 °C).
The measure for replacing inefficient and polluting boilers is administered by the Lithuanian Energy Agency (LEA).
LEA is a state institution operating under the Ministry of Energy of the Republic of Lithuania and is responsible for administering energy efficiency and other energy support measures.
Until September 2023, this program was administered by the Environmental Project Management Agency (APVA).
Support can be received by homeowners or legal property managers who are replacing old, polluting heating devices with more efficient solutions.
Support is not applicable to new construction homes or tenants without the right to install systems.
State support for heat pumps is partial – a portion of eligible project costs is reimbursed. The amount of support depends on the type of equipment chosen and the conditions of the current call.
Typically, about 30–60% of eligible costs are reimbursed, and the maximum support amount is specified in each call's description.
Eligible expenses usually include:
• the purchase price of the heat pump;
• installation work;
• materials related to installation;
• mandatory technical documentation.
Specific requirements and maximum amounts are specified in the LEA call conditions.
The process of receiving state support generally includes the following stages:
1. Compliance assessment
The client assesses whether the project and planned equipment meet the applicable requirements.
2. Application submission
The application is submitted through the LEA information system during the announced call.
3. Application evaluation
LEA checks the submitted data and makes a decision on funding allocation.
4. Equipment installation
Upon receiving approval, the equipment is installed according to the specified conditions.
5. Submission of documents and compensation payment
After submitting and approving expense-supporting documents, compensation is paid.
